Industrial User Permitting

Abstract:

Publicly owned treatment works (POTWs) with approved pretreatment programs are required to control discharges from significant industrial users (SIUs) discharging wastewater to the POTW. Typically, this is achieved through issuance of a control mechanism or individual permit. POTW permit writers and pretreatment staff must be familiar with the minimum elements that must be included in SIU permits and must ensure that the POTW has the legal authority to implement and enforce the conditions in such permits. In this presentation, we will discuss the regulatory requirements for issuing permits, the legal authority necessary to issue and enforce SIU permits, the necessary SIU permit elements, and common issues that we have identified when reviewing SIU permits. We will also include an exercise in which we will have attendees review a SIU permit, and together we will identify deficiencies within the permit.

Yatasha Moore, Environmental Engineer

Yatasha Moore is an Environmental Engineer with PG Environmental. Ms. Moore has over 15 years of regulatory experience in the water pollution control field with an emphasis on the federal pretreatment program. Ms. Moore was previously the Pretreatment Program Coordinator for the Tennessee Department of Environment and Conservation, Division of Water Resources where she conducted inspections and program reviews. Ms. Moore has developed and provided training and technical assistance to local pretreatment programs and industries. Ms. Moore is a member of the Clean Water Professionals of Kentucky & Tennessee Pretreatment Certification Committee.

Sirese Jacobson, Environmental Scientist

PG Environmental

Sirese Jacobson is an Environmental Scientist supporting projects relating to NPDES permit compliance and water quality. Primary support areas have included compliance inspections; data collection, analysis, and management; research; and technical writing. She works directly with state, municipal, and industry representatives conducting inspections of regulated facilities and compiling inspection reports. Ms. Jacobson has provided pretreatment program support to seven U.S. Environmental Protection Agency (EPA) Regions and has conducted more than 50 pretreatment compliance inspections and audits.
